Durante cerca de quatro anos, o projeto FIREUSES – Paisagens de Fogo submeteu o regime de grandes incêndios em Portugal a um inquérito histórico multidisciplinar sobre a sua origem e desenvolvimento entre o final do século XIX e os dias de hoje. Com este Research and Policy Brief, a equipa do projeto pretende dar conta dos principais resultados da investigação, e ao mesmo tempo delinear ideias-chave e orientações de política pública.
Como se reitera neste documento de síntese, a história dos usos do fogo no espaço rural, que só recentemente começou a receber atenção académica, e a história dos incêndios não podem ser desligadas. Procura-se igualmente mostrar que a necessária revisão da gestão do risco de incêndio com base no conhecimento histórico possibilita a criação de estratégias mais amplas de reativação social e económica do interior português vulnerável aos incêndios.
Por outras palavras, a participação do conhecimento histórico numa escala temporal alargada – ao longo de mais de 150 anos – na discussão sobre os incêndios rurais contemporâneos poderá resgatar o debate ao imediatismo e a um certo fatalismo político e mediático. A principal ideia-chave que resulta do projeto FIREUSES é a necessidade de superar a abordagem presentista do problema do fogo, que tende a dar por adquirida a transformação do espaço rural no sentido de um cenário de calamidade sazonal. Sem uma perspetiva histórica, a governação do fogo arrisca-se a perpetuar uma paisagem crescentemente vulnerável a grandes incêndios.
For about four years, the FIREUSES – Burning landscapes project subjected the regime of large fires in Portugal to a multidisciplinary historical investigation into their origin and development between the late 19th century and the present day. With this Research and Policy Brief, the project team aims to report on the main results of the research, while outlining key ideas and public policy guidelines.
As this overview document reiterates, the history of the use of fire in rural areas, which has only recently begun to receive academic attention, and the history of wildfires cannot be separated. It also seeks to show that the necessary review of fire risk management based on historical knowledge enables the creation of broader strategies for the social and economic reactivation of the Portuguese interior's vulnerability to fires.
In other words, bringing historical knowledge on a broad time scale – spanning more than 150 years – into the discussion on contemporary rural fires could rescue the debate from immediacy and a certain political and media fatalism. The main key idea that emerges from the FIREUSES project is the need to overcome the presentist approach to the problem of fire, which tends to take for granted the transformation of rural areas into a scenario of seasonal calamity. Without a historical perspective, fire governance risks perpetuating a landscape that is increasingly vulnerable to large fires.
