The Colecção de Pergaminhos da Câmara Municipal de Guimarães (Municipality of Guimarães) includes royal letters, sentences, public instruments, bulls, donations, and other types of documents related to the city of Guimarães, most of them from the Medieval period. This collection contains a letter by King Afonso V, dated January 13, 1440, confirming the approbation of his predecessor, King Duarte, to the “capítulos” (chapters, petitions) presented by the council of Guimarães before the Cortes (assemblies of representatives of the estates of the realm) of Évora three years before (PT/MGMR/ADP/CMGMR/A/002/8-1-5-7). One of the “capítulos” was related to the judicial jurisdiction over the Jewish community. It was established that if a Jew complained against a Christian, he should present his claim before the ordinary judges; in the opposite case, when a Christian accused a Jew, the "juíz dos órfãos" (judge of orphans) should solve the complaint. Administrative / Biographical history
-
The origins of the municipality of Guimarães date back to the foundation of the Kingdom of Portugal. The first “foral” (city charter) of the town of Guimarães was bestowed by Count D. Henrique and preceded Portugal's independence from the County of León.
Guimarães was the capital of the “comarca” (district) of Entre Douro e Minho, which had jurisdiction over Northwestern Portugal. Until the 14th century, the council meetings were held in the cloister of the Colegiada de Santa Maria de Guimarães but, in 1516, the judges, the "homens bons" (local elite), and the authorities of Guimarães requested King Manuel I an official headquarter for the city council. The construction of the building would have started shortly after the king's licence on August 27 of that year.
After the administrative reorganisation of the kingdom in 1835, the Northwestern region of Portugal was subdivided into three districts: Viana, Braga and Porto, and Guimarães became one of the 61 "concelhos" (municipalities) belonging to the district of Braga.
