Scope and content

The Consigli di Cagli fonds is preserved in the Municipal Historical Archive of Cagli. It comprises three storage units containing the decisions taken by the various Council meetings from 1556 to 1756. Through these City Council acts, it is possible to reconstruct the life and activities of the Jews living in Cagli in the Early Modern Era. Most of them were dedicated to loan activities, as shown by the existence of two Jewish banks in the early 17th century. A significant number of Jews were also involved in commercial activities, selling goods such as paper, precious metals, cloths, silk, leather, and livestock. The documentation is supported with chronological details for the period 1556-1565 and contains copies of letters and decrees, as well as some inventories of goods dating from the 16th to the 17th century. The presence of the Jews in the area is thus attested by this documentation.

Archival history

The Archivio Storico Comunale di Cagli preserves part of the documentation produced by the municipality of Cagli. In addition to the Consigli (City Council) series, the municipal archive is divided into eight other documentary groups: Decreti (Decrees); Congregazioni (Congregations); Istromenti (Institutions); Entrate e uscite (Income and expenditure); Abbondanza e annona (Annual reports); Sentenze (Rullings); Teatro (Theatre); and Pegni (Pledges). Other documentation belonging to the historical collection of the municipal archive was preserved in the Biblioteca Storica (historical library) of Cagli, in the former convent of San Francesco. In fact, in 1928, after a fire in the Town Hall, the most important part of the municipal historical archive was moved to the Biblioteca Storica. Numerous parchments belonging to the municipality returned to the Town Hall in 1976 for preservation and security reasons. Around 200 documents from the Ancient Regime remained in a wooden cupboard in the Council Chamber at the Town Hall. Only the documentation kept at the Town Hall was inventoried. However, the existing inventories are partial and without clear criteria. The documentation kept at the Biblioteca Storica has never been inventoried. Therefore, part of that material was moved to suitable premises at the Town Hall in order to be organised and catalogued, along with other holdings of the municipal historical archive. It was then possible to identify and separate the archival units pertaining to the judicial archive from those belonging to the municipal archive. In 1960, Elio Lodolini referred to the number of books of the Consigli de Cagli as, at least, 80 units. After that date, those units were presumably deposited in the Archivio di Stato di Pesaro. At present, only three units remain in the Archivio Storico Comunale di Cagli fonds. In 2013, the municipal historical archive and the Biblioteca Storica of Cagli were merged to form the Polo Culturale d'Eccellenza (Cultural Centre of Excellence).

Administrative / Biographical history

The foundation of Cagli probably predates the Roman Era. Yet, it was during that period that it became an important centre due to its location on the Via Flaminia. After the Roman Era, it retained some importance as part of Byzantine Pentapolis. Cagli was referred to as a city in 754 AD, on the occasion of its donation to the Holy Roman Church by Pepin the Short. In the 12th century, Cagli was established as an autonomous municipality. Then, its borders were soon expanded and numerous castles were subdued in order to come under the jurisdiction of the large diocese of Cagli, founded by Bishop Greciano in the 4th century. After having been destroyed by a fire, the city was rebuilt in 1289 with support from the pope. It was then part of the Montefeltro Duchy of Urbino. In 1631, Cagli returned to the Church and from then on remained under its rule until the French occupation. There is evidence of Jewish presence in Cagli since the 14th century. At the time, Jews were mainly involved in loan activities. In the 17th century, there were about 40 Jews living in Cagli. They had a synagogue and a cemetery, as reported in a will dating from the early 17th century.
