Scope and content
This fonds gathers documentation produced and related to the Segreteria and the Consiglio di Finanze before 1788. It comprises two distinct sections. The most consistent section is composed of the Affari (affairs) series, which is divided according to the different departments and offices dependent or connected to the Segretaria and reveals an attempt of organising the records by subject. The other section collects some series regarding the Lorenese Regency and the subsequent period.
Its records include a survey ("Prospetto delle case") of the houses in Livorno after the earthquake of 1742, which contain references to several residences of Iberian Jews (806, nos. 45, fols. 976-77). File 809 also contains a list of brokers licensed in Livorno in 1770; 81 Jews are mentioned, 7 of them specialised in coral trade.

Archival history
Until the mid-19th century, the Segreteria di finanze kept its records in a unified archive. However, thenceforth, the documentation was divided into several fonds: Segreteria di finanze; Segreteria di finanze. Affari prima del 1788; Miscellanea di finanze A; and Miscellanea di finanza, decima, abbondanza, grascia e annona.
After the period of French domination (1807-1814) and following the dissolution of the Conservation générale des archives de Toscane and the relocation of the archives to their original places, the Segreteria di Finanze's records also returned to the Secretariat's archive. Then, they were subject to a rearrangement. From this intervention, it became evident that the records produced before 1788 had some peculiar characteristics. Unlike the later documentation, these records were organised according to the departments and offices subordinated or connected to the Segreteria di Finanze, an arrangement that resulted from the specific structure and dynamic of this body until 1788. This fact justified the formation of a separate fonds.
In February of 1855, the Segreteria di Finanze archive was incorporated in the Archivio Centrale di Stato di Firenze, and its records were again reorganised. Then, two other collections were separated from the original fonds: the Miscellanea di Finanze A and the Miscellanea di finanza, decima, abbondanza, grascia e annona.
Finally, in contemporary times, the fonds acquired its current structure. The inventory of the Segreteria di Finanze. Affari prima del 1788 fonds dates back to 1988 and it was composed by Orsola Campanile.

Administrative / Biographical history
Together with the Consiglio di Finanze, the Segreteria di Finanze was established on April 25, 1739, as part of a general reorganisation of the state during the Lorenese dynasty. The Segreteria di Finanze assisted the activity of the Consiglio, which was responsible for supervising the offices and courts dealing with the state finances and assets, by instituting the practices on which the consiglieri could express their opinion and communicating the Consiglio's resolutions to the respective offices.
In 1746, the Consiglio di Finanze was dissolved and replaced by a Direttore delle finanze (Director of Finances). In the following year, it was appointed a President, Diodato Emanuele de Nay, count of Richecourt. However, the structure and function of the Segreteria remained unchanged. It was then headed by a Direttore generale, Francesco Pecci. This director was responsible for managing the Depositeria, keeping the incoming and outgoing records to be sent to the Grand Duke, supervising the work of the "sindaci" (auditors) and "soprassindaci" (head auditors), and administering the forests.
When Pietro Leopoldo arrived in Tuscany, the government structure suffered significant changes in the direction of higher centralisation of power in the hands of the sovereign. The reform of 1770 restored the Consiglio di Finanze, but the structure of secretariats was kept intact and gained more relevance.
Following the unification, in 1789, the councils were concentrated in one, the Consiglio di Stato, Finanze e Guerra. The respective secretariats were also unified, while the archives remained separate. The Amministrazione generale del Patrimonio della Corona (General Administration of the Crown Assets) was also formed in this year and replaced the Segretaria di Finanze in the task of managing the assets of the Crown and the Grand Duke.
The situation remained unchanged until the departure of the Grand Duke to Vienna in 1790 and later following the French invasion. During the Napoleonic domination (1807-1814), a Committee was established in order to fix the disastrous conditions of the treasury, but the war in Italy did not permit its operation.
