The Consejo de Hacienda fonds comprises numerous, diverse, and complex documentation from the 16th and 17th centuries. The most frequent types of documents are the "libros registro" (register books), with information on economic and financial issues, and the "legajos" (boxes), containing documents such as certificates, accounts, bills of exchange, memorials, queries, reports, letters, testimonies, powers of attorney and bills of exchange. This fonds includes many documents that expose the commercial activity and the importance of Sephardic and converso networks in Spanish commerce.

Archival history

Almost all documentation of the Consejo de Hacienda was transferred to the Archive of Simancas, coming from the producing offices in successive incorporations. The most relevant ones occurred in 1577, 1606, 1626, and 1718. The last incorporation took place in 1914, containing the documentation that was at the headquarters of the Consejo de Hacienda at the time of its suppression in 1834.

In the Middle Ages, the administration of the Royal Treasury of the Crown of Castile was the responsibility of the Contaduría Mayor de Hacienda (Accountant General's Office of the Treasury). However, during the reign of Emperor Carlos V (1500-1558), the thrive towards the development of more bureaucratic government systems created conditions for establishing an institution specifically responsible for searching for new resources and controlling the treasury. The result was the Consejo de Hacienda (Treasury Council), created in 1523 and successively regulated by numerous provisions in the following decades until an ordinance finally established its structure and competencies in 1593.
In 1602, Duke de Lerma merged the Consejo de Hacienda and the Contaduría Mayor de Hacienda into a single body, the Consejo de Hacienda y Contaduría Mayor (Treasury Council and Contaduría Mayor), which included the Tribunal de Oidores (Court of Auditors) and the Contaduría Mayor de Cuentas (Accountant General's Office). This new institution was systematically regulated by numerous provisions in 1621, 1635, 1651, 1647 and 1691.
In the early 18th century, the Consejo de Hacienda (Treasury Council) had a complex structure comprising more than 60 members divided into various units. This complexity resulted in some inefficiency in its operation, which led to the progressive loss of the Council's governmental competencies to other newly created institutions in the 18th century.
After the reform of 1803, it was given the name of Consejo Supremo de Hacienda (Supreme Council of Finance). Then, little of its jurisdiction remained. The institution was suppressed in 1834 as part of a more significant central administration reform following King Fernando VII's death (1784-1833) and the definitive implementation of Liberalism.
